"Public-Private Partnership for Transportation Safety: Case Studies in Air & Rail"

Laurence Audenaerd, Lead Engineer Center for Advanced Aviation System Development, The MITRE Corporation

Noting a continuous decline in accidents, the aviation industry during the mid-1990s viewed itself as an extremely safe mode of transportation. However, a number of high-profile accidents by U.S. carriers called into question whether the accident record of aviation safety could reliably stand as the measure of safety health and culture within the industry. As a result, the government undertook a unique approach to collaborating with industry by developing rigorous safety management systems culminating in a highly successful public-private partnership for aviation safety.

Given the many similarities between air and rail systems, recent high-profile railroad accidents raise questions of whether the rail industry may benefit from a similar collaborative structure for safety. This paper begins by describing the structure of the aviation system's collaborative safety culture through successful public-private partnership, the safety management system (SMS) framework, an evolving regulatory and legal framework, and data-sharing environment. To understand the evolution of this approach, the historical context of the necessary socio-technological elements is also presented along with an analysis of how the industry-government trust relationship evolved into the current culture. Drawing parallels between the aviation and rail systems, the opportunity space is explored for applying an equivalent approach to rail safety.

BIO:  Laurence Audenaerd, PhD, is a transportation engineer/economist with a focus primarily on urban and intercity passenger transportation and the influence of geography. He has an extensive background providing national and regional transportation research and policy analysis for federal agencies, such as the U.S. Department of Transportation, NASA, and the Department of Defense, as well as state and local units, such as the Illinois Governor's Office, Illinois Chamber of Commerce, and New York City MTA. Audenaerd has an extensive publication record and holds membership appointments on several transportation-related committees, including the Transportation Research Board. Additionally, Audenaerd volunteers his time advising members of the Illinois General Assembly on transportation issues. He holds a PhD from Northwestern University and master's degrees from Princeton University and Rutgers University.

2016 Climate Change Symposium: Perspectives at the Water-Energy-Climate Nexus

The symposium is open to the entire campus community and the public, and has drawn large audiences interested in climate and energy issues. The 2016 focus on Water-Energy-Climate interconnections will appeal to a larger audience, as it tackles a number of pressing issues of high interest to the public: How can we continue to meet our essential water and energy needs? How can we ensure safe and reliable resource provision to cities while protecting residents from adverse impacts, such as flooding? How can we simultaneously increase the efficiency and resilience of energy and water use? How can local communities and governments best work together to solve these challenges?

We are offering this symposium as part of the 2016-17 One Book One Northwestern series since several of the topics discussed are dependent on data analysis and forecasting.

Chen will present a talk entitled "Greening a Top-20 Economy: Energy-Efficient Timely Transportation of Heavy-Duty Trucks", on Thursday, October 13 at 2:30 PM in the Tech Room L440.

Abstract: In 2015, the US trucking industry hauls 70.1% of all freight tonnage and collects $726.4 billion in gross freight revenues. This impressive number corresponds to 2.3x of the Hong Kong GDP and would rank 19 worldwide if measured against countries. Meanwhile, only 4% of total vehicle population, heavy-duty trucks consume 17.6% of energy in transportation sector (including cars, trucks, airplanes, pipelines, and railways). This alerting observation, together with that fuel cost is the largest operating cost (34%) of truck operators, makes it critical to reduce fuel consumption for cost-effective and environment-friendly heavy-duty truck operation.
In this work, we consider a key yet under-explored problem in heavy-duty truck operation: timely transportation, where a heavy-duty truck travels between two locations across the national highway system subject to a hard deadline constraint. The objective is to minimize the total fuel consumption of the truck, by optimizing both route planning and speed planning. The problem is important for cost-effective and environment-friendly truck operation, and it is uniquely challenging due to its combinatorial nature as well as the need of considering hard deadline constraint. We first show that the problem is NP-Complete; thus exact solution is computational prohibited unless P=NP. We then design a fully polynomial time approximation scheme (FPTAS) that attains an approximation ratio of 1+ \epsilon with a network-size induced complexity of O(mn^2/\epsilon^2), where m and n are the numbers of nodes and edges, respectively. While achieving highly-preferred theoretical performance guarantee, the proposed FPTAS still suffers from long running time when applying to national-wide highway systems with tens of thousands of nodes and edges. Leveraging elegant insights from studying the dual of the original problem, we design a fast heuristic solution with O(m+ n log n) complexity. The proposed heuristic allows us to tackle the energy-efficient timely transportation problem on large-scale national highway systems. We further characterize a condition under which our heuristic generates an optimal solution. We observe that the condition holds in most of the practical instances in numerical experiments, justifying the superior empirical performance of our heuristic. We carry out extensive numerical experiments using real-world truck data over the actual U.S. highway network. The results show that our proposed solutions achieve 17% (resp. 14%) fuel consumption reduction, as compared to a fastest path (resp. shortest path) algorithm adapted from common practice.
Overall, we believe that de-carbonizing heavy-duty truck operation is important for the sustainable development of the trucking industry. Our work serves as a call for participation.

Bio: Prof. Minghua Chen received his B.Eng. and M.S. degrees from the Department of Electronic Engineering at Tsinghua University in 1999 and 2001, respectively. He received his Ph.D. degree from the Department of Electrical Engineering and Computer Sciences at University of California at Berkeley in 2006. He spent one year visiting Microsoft Research Redmond as a Postdoc Researcher. He joined the Department of Information Engineering, the Chinese University of Hong Kong, in 2007, where he currently is an Associate Professor. He is also currently an Adjunct Associate Professor in Tsinghua University, Institute of Interdisciplinary Information Sciences. He received the Eli Jury award from UC Berkeley in 2007 (presented to a graduate student or recent alumnus for outstanding achievement in the area of Systems, Communications, Control, or Signal Processing) and The Chinese University of Hong Kong Young Researcher Award in 2013. He also received several best paper awards, including the IEEE ICME Best Paper Award in 2009, the IEEE Transactions on Multimedia Prize Paper Award in 2009, and the ACM Multimedia Best Paper Award in 2012. He serves as a TPC Co-Chair of ACM e-Energy 2016 and a General Co-Chair of ACM e-Energy 2017. He is currently an Associate Editor of the IEEE/ACM Transactions on Networking. His recent research interests include energy systems (e.g., smart power grids and energy-efficient data centers), intelligent transportation, distributed optimization, multimedia networking, wireless networking, network coding, and delay-constrained network information flow.

NUTC Seminar Series presents Carole A. Morey, Chief Planning Officer, CTA to discuss "CTA Red &; Purple Modernization (RPM): A Core Capacity Expansion."


CTA is undertaking the largest capital improvement project in CTA history: the Red and Purple Modernization Program (RPM). This major initiative will completely rebuild the nearly century old North Red Line from Belmont to Howard and the Purple Line from Belmont to Linden in Wilmette. As the CTA rebuilds, much needed capacity will be added in this growing residential corridor to accommodate current and future riders, and to deliver faster and smoother rides with less crowding and more frequent service.

Speaker Bio: Carole is a graduate of Northwestern University and the University of Illinois College of Law. Prior to joining the CTA, Carole practiced corporate, real estate and construction law at Sidley &; Austin and Fagel &; Haber (currently Thomson Cobum). Since joining the CTA in 2006, she has served the CTA in both the legal and infrastructure departments including three years as Vice President, Infrastructure, overseeing the CTA's capital construction program. She currently serves as CTA's Chief Planning Officer.

NUTC presents Richard Arnott, Prof. of Economics for the Universirty of California, Riverside to discuss "Some Parking Economics."

Professor Arnott received his S.B. in Urban Studies from MIT in 1969 and his Ph.D. from Yale in 1975. He was on the faculty at Queen's University, Canada from 1975 to 1988 and at Boston College from 1988 to 2007, and has visited many universities, including Oxford, Stanford, Princeton, UBC, Canterbury (NZ), Melbourne, Munich, and DELTA (Paris). While he has published in several areas of microeconomic theory, he is primarily an urban economic theorist. He has published over 100 articles, edited several books, served on over twenty editorial boards, and edited two journals. His current research focuses on the economics of downtown parking and traffic congestion and on urban transportation/land use/environmental forecasting.

How do our lives translate to data? After 9/11, Bangladeshi-born American interdisciplinary artist Hasan Elahi was the subject of an intensive, erroneous FBI investigation. He responded by putting his entire life online, from his financial data to transportation logs. The resulting project, “Tracking Transcience,” explores the relationship between location, repetition, technology, and surveillance in the media age.

The annual Richard Gray Visual Art Series recognizes a significant gift from founding CHF board member and distinguished art dealer Richard Gray. This program is presented in partnership with the Mary and Leigh Block Museum of Art.


Hasan Elahi is an interdisciplinary artist working with issues in surveillance, privacy, migration, citizenship, technology, and the challenges of borders. Elahi has spoken at Tate Modern, the American Association of Artificial Intelligence, International Association of Privacy Professionals, TED Global, and the World Economic Forum. He is currently the Associate Professor of Art at University of Maryland.
